CR Power Southeast China Region: Resumption of Work and Production Organized in an Orderly Way

Currently resumption of work and production after the Spring Festival is underway. In order to steadily promote the prevention and control of the epidemic and the resumption of work and production by enterprises, "both aspects should be stressed". With a strong senses of political awareness and responsibility, the Party committee of CR Power Southeast China Region resolutely carries forward the spirit of President Xi Jinping's important instructions, earnestly implements the work requirements of the Party committees of the Group and holding companies regarding epidemic prevention and control and safe production, and promotes the work of "one prevention and two guarantees" (prevention of the COVID-19, guarantees of safe production and annual target) in a coordinated manner, to ensure orderly resumption of work and production through classified guidance and multiple measures.

I. Attach Great Importance and Make Careful Deployment

According to the requirements of the Party committees of CR Group and holding companies, the Party committee of CR Power Southeast China Region immediately convened a teleconference (expanded), and set up an epidemic prevention and control leading group headed by Xi Yong, secretary of the Party committee and general manager, to make deployment for the epidemic prevention and control and production situation of each unit. Each unit set up an epidemic prevention and control leading group to fully deploy and implement various prevention and control work according to production safety instructions and requirements.

During this period, CR Power Southeast China Region has successively issued Notice on Prevention and Control of the COVID-19, Guidelines on Prevention and Control of the COVID-19 in CR Power China Southeast Region and Notice on Continuing Prevention and Control of Epidemic Disease and Actively Doing a Good Job of Resumption of Work and Production, making every effort to prevent and control the epidemic and resume work and production. At the same time, each unit has compiled The Countermeasures to Prevent the COVID-19, taking specific measures such as disinfection and epidemic prevention in workplaces, procurement of necessary materials such as protective masks, and strengthening of security forces to ensure safe production and stability in the special periods. In addition, a video conference was held on the deployment of the work on epidemic prevention and control to clarify the process of epidemic disposal and information reporting.

During the critical period of epidemic prevention and control, the Party committee of CR Power Southeast China Region issued a proposal of "Party members take the lead in fighting the epidemic". Party organizations at all levels in the region and all party members and cadres solemnly pledged to be the first to take various prevention and control measures, take the lead in the fight against the epidemic and in transmitting positive energy, stand up in times of crisis, and give full play to the role of fighting forts and vanguards so as to resolutely win the battle. The Commission for Discipline Inspection of the region issued the Five Prohibitions on Epidemic Prevention and Control in combination with the actual situation, calling on all Party members and cadres in the region to take the lead in performing their duties and responsibilities, dare to fight against violations of laws and regulations during the anti-epidemic period, and provide strong disciplinary guarantee for the implementation of various prevention and control measures.

II. Combine Prevention and Control to Ensure that Various Measures are Implemented according to Requirements

All units in the Region have carried out epidemic prevention work in strict accordance with the Countermeasures to Prevent the COVID-19. Each unit shall measure the body temperature of the people entering the factory one by one at the entrance of the factory every day, and prevent irrelevant personnel from entering the factory through check and registration. Equipped with thermometer disinfectant and protective masks in the work area, designated people have been arranged to track and monitor the temperature and health status of employees in a timely manner. Employees must wear masks in the workplaces, and centralized disinfection shall be carried out in the centralized office area after work every day. Commuter buses shall be disinfected more than twice a day. Employees must wear masks to get on the buses and shall not take their masks off on the way. Dining in canteens should be done well as in personnel delivery, batch dining and "isolated" dining, and public facilities should be disinfected several times a day. A system of daily reporting of epidemic situation is implemented to strengthen positive publicity and guidance through WeChat groups and Dingding groups at all levels. Unit leaders take the lead in carrying out special inspections to effectively implement the epidemic prevention and control work.

III. Focus should be Put on Epidemic Prevention and Production at the Same Time

In order to ensure the power supply in the special period, Party organizations and members at all levels in the region take epidemic prevention and production as an important political task with a strong sense of mission and responsibility. Everyone is determined to fulfill their responsibility with heart and soul as a Party member!

Wenzhou, a populous city in Zhejiang Province, has a large number of businessmen and workers in Wuhan. As a large number of people are returning home during the Spring Festival, Wenzhou has become one of the hardest-hit areas outside of Hubei Province. Faced with the grim situation of the epidemic, Party organizations at all levels and Party members of the Wenzhou Project of CR Power China Southeast Region actively threw themselves into the front line, making every effort to fight the epidemic and ensure the supply of electricity. Party members of the First Party Branch of the project took the lead in sticking to their posts and giving instructions at the front line to realize stable production and do a good job in epidemic prevention and control, and did their best to ensure power supply during the anti-epidemic period. At the same time, they also carried out safety inspection on operating equipment, eliminated equipment defects and implemented various safety management measures. Party members on duty strengthened inspections of internal power consumption and external circuits, and closely tracked them once a day to ensure high-quality power supply during the special period. In view of the development trend of the epidemic, the First Party Branch has strengthened the emergency management of safe production, improved the emergency plan, supplemented emergency supplies, set up emergency teams, improved the emergency response capability in case of emergencies, and made every effort to ensure the safe and stable power supply during the epidemic.

Longyan, Changting, New Energy Centralized Operation and Maintenance Centers have taken the lead in sticking to the frontline and carrying out routine inspection and equipment maintenance to fully ensure the safe and stable operation of the unit in view of the fact that some operators on vacation cannot return to work during the special epidemic period.

IV. Help Fraternal Units and Earnestly Fulfill Responsibility as a Central Enterprise

In order to provide timely assistance to CR Power China Central China Region, the hardest-hit area in the country, CR Power Southeast China Region urgently purchased 2,000 masks and sent them to CR Power Central China Region to help the fraternal unit in the epidemic area to tide over the crisis as soon as possible. After learning of the shortage of epidemic prevention materials, Wenzhou Project donated nearly 200 tons of self-made sodium hypochlorite disinfectant to Longgang City, Yanting Town Government and local returned-to-work enterprises in full support of the prevention and control of the COVIDF-19,demonstrating the responsibility of the Central enterprise.

V. Resumption of Work is Underway in an Orderly Way

The resumption of work by enterprises is an important pat of the current anti-epidemic work. The Party committee of the region insisted on grasping the two bottom lines of epidemic prevention and control and safe production, firmly standardized and carefully implemented various prevention and control measures, and on the basis of ensuring safe production, kept a close eye on the annual production and operation targets, and scientifically organized the resumption of work and production. While striving to ensure "zero cases and zero suspected cases", the Party committee of the region has made careful arrangements, comprehensively pushed on with the resumption of work, convened special conferences on epidemic prevention and control and resumption of work, and made deployments for the next step to ensure that both epidemic prevention and control measures and safety measures are in place.

At the same time, each unit comprehensively strengthened on-site management and management and control of high-risk operations, implemented safety protection and technical safeguard measures, and did a good job in the management and control of key projects, key nodes and major processes to ensure safe production.
