CR Power Haifeng Power Plant Generates Power by Sludge Coupling to Address the Sludge Problem of Cities

This is a real difficulty facing urban development and ecological environment protection, but is also a new opportunity for clean and green development of coal power. Located in Shenshan Special Cooperation Zone of Shenzhen City and in the hinterland of Guangdong-Hong Kong-Macao Greater Bay Area, CR Power Haifeng Power Plant is transformed into innovative and green development by launching sludge coupling power generation project, which has solved the local problem of sludge sieging the city and effectively fulfilled the corporate environmental responsibility.

 
Sludge coupling power generation means mixing municipal sludge with coal-fired power in plant in accordance with a certain proportion into the boiler for burning and using boiler in plant for decomposition and innocuous disposal of sludge components under high temperature; at the same time, making full use of sludge thermal value to generate clean electrical and thermal energy for external supply. Specifically, non-combustible components in sludge can produce ash residue after being harmlessly treated under high temperature, and construction materials such as cement can be recycled and produced.

 
With the successive introduction of provisions such as the Action Plan on Water Pollution Prevention and the Action Plan on Soil Pollution Prevention, landfill disposal, which accounts for the largest proportion of sludge disposal methods, is subject to increasingly stringent control, while the corresponding sludge treatment facilities are seriously inadequate with a large amount of sludge not harmlessly treated. The phenomenon of sludge besieging the city becomes increasingly prominent.

 
Since the municipal sludge in Guangdong region is substantially handled merely by simple landscaping and landfill, the large number of pathogenic bacteria and chromium, mercury and other difficult-to-degrade toxic and harmful substances contained therein can easily cause secondary damage to the ecological environment if not properly disposed of. After the establishment of the sludge blending combustion project team at the end of 2016, the members of the team went to the Housing and Urban Construction Bureau of Shanwei City and the Shenzhen Water Affairs Bureau for several times to introduce the plan on harmless disposal of sludge for the Haifeng Project. At the same time , in August 2017, after several times of exchanges and negotiations with the bid winner for sludge disposal, a 300 t / day disposal cooperation agreement was finally signed with the partner, preliminarily solving the sludge resources for project kick-off.


In order to ensure that no secondary pollution will occur during the sludge disposal process, and to effectively realize the harmlessness and recycling of sludge disposal, from July to October 2018, Haifeng Power Plant and Guangdong Electric Power Research Institute carried out environmental impact, atmospheric monitoring and equipment efficiency evaluation tests in respect of the Haifeng sludge blending combustion project for more than three months.

 
The hard work brought a good harvest. By the end of 2018, the sludge coupling power generation project of Haifeng Power Plant not only completely absorbed the municipal sludge accumulated in Shanwei City, but also completed emergency disposal for sludge that Shenzhen City could not reasonably dispose of. At the same time, through the application of new technologies and new equipment, and in-depth development of existing resources, Haifeng Power Plant has explored a series of sludge disposal technologies and solutions that can be promoted and applied, such as smart silos, steam drying, and flexible sludge treatment, which has set a good example for the transformation and upgrading of traditional thermal power, and been fully affirmed by the Shenzhen Municipal Government.

 
It is reported that the second phase of the Haifeng sludge coupling power generation project is expected to be put into operation in May 2020. The sludge disposal capacity will reach 2200 tons / day and the annual sludge disposal scale will be 429,000 tons, making it the largest sludge coupling power generation project in China. At the same time, the Haifeng sludge coupling power generation will become a regional treatment center for the municipal sludge from Shenzhen, which will play an important role in improving the ecological environment of the Greater Bay Area, breaking the environmental barriers of urban development, and boosting the healthy, sustainable, and stable development of the Greater Bay Area.
